The writer clearly wasn't talking about Swedish students having a lack of academic skills - if anything, the author is saying that the Swedish students work harder than the exchange students do because of the different style of schedule. I also think saying that "it is totally the opposite" is a very general comment to make. Most people who are taking their masters will take it as seriously as they choose to, whether they are Swedish or not. There are always going to be people who, irrespective of nationality, choose not to "respect the Swedish law and rules" or any nationalities laws or rules, but I find it highly unlikely that it's because they're master students. Besides which, the laws and rules of Sweden were not the subject of this article... The entire quote, Student, is:
